Scientific, scientific-technical and innovational activity in Brest region

In the Brest region in scientific researches in 16 organizations were engaged during 2004 year according to the statistical data 382 persons without taking into account external part-time workers (about 1 % from occupied in the Republic), including 26 candidates of Science and 1 Doctor of Science. In comparison with the year 2003 the number was reduced on 8 person (2,1 %), including candidates of Science on 2 persons (7,1 %).

At the same time expenses on financing of scientific, scientific-technical and innovational activity have increased in comparison with 2003 by 32,8 % and have made 3750,8 million rubles, including means of the republican budget - 1438,3 million rubles (specific gravity - 40,5 %), local budget - 80,5 million rubles (2,2 %), own means of organizations - 805,4 million rubles (21,4 %). It is spent for works in the field of natural sciences 650,6 million rubles (17,3 %), technical - 2026,7 million rubles (specific gravity - 54,0 %), agricultural - 910,6 million rubles (24,3 %).

It is significant, that in the year 2004 the specific gravity of means of the republican budget in financing of researches and development was reduced to 7,2 pct.

One of the basic mechanisms promoting scientific-technical progress of the Brest region is the regional scientific-technical program «Systems, machines and service».

Since 2000 within the framework of the regional scientific-technical program «Systems, machines and service» were carried out 28 tasks. About 400 million rubles from the republican budget and 600 million rubles of the own means of organizations are annually spent on the carrying out of this program.

The basic directions of RSTP researches are agricultural technologies, equipment for a process and agricultural industry, building technologies and equipment.

As a result of carrying out of works within the framework of the program are created 18 units of scientific-technical production, including: 10 new kinds of machines, appliances and equipment, 7 technological processes and rules, 1 complex of computer programs. As a result of researches 4 applications are sent for inventions and 3 received patents.

Very important are following introduced into manufacture RSTP researches:

• Non-substrate technology of vegetable production in winter hothouses.

The technology allows growing cucumbers and tomatoes without use of mineral cotton that excludes a ground obstruction of glass wool and loss of fertilizers up to 30 %, greatly improves working conditions. This technology differs from other technologies that cultivation of plants is carried out in the technological hose. It provides an optimum opportunity of consumption with test0273 system of a substratum.

• Zonal technology of cultivation olive sunflower and hybrid Lucerne for seed in soil-climatic conditions of the Brest region.

The technology of sunflower cultivation is intended for getting of a crop of butter seed with the high substance of vegetable oil of good edible quality.

Researches, concerning increasing of seed efficiency of Lucerne hybrid provide an opportunity of creation of cultural hay-moving and pastures with high quality of forages in farming of the Brest region.

• Technology of processing of bituminous waste products for their industrial use

The bituminous waste products crushed in a powder can be again used as binding at restoration of roofing and road covering. The equipment for processing bituminous waste products includes the machine for cutting of roofing material and the machine for its crushing.

The other important mechanism of support of innovational activity is the Regional Innovational Fund. Means of Innovational Fund go first of all on realization of major scientific-technical researches and creation of manufactures based on new and high technologies.

In the year 2004 charges of Innovational Fund have made 2578,7 million rubles, including charges on building and reconstruction - 1110,2 million rubles (43,1 %), measures on energy saving - 636,1 million rubles (24,7 %), scientific-technical researches and works on preparation and mastering of production new kinds of high technology production - 647,1 million rubles (25,1 %).

Most important projects financed by means of Regional Innovational Fund:

Development of technology of wastewater precipitations recycling on the clearing constructions of Brest;
Development of technology and equipment for local cleaning of wastewater by capacity from 5 up to 25 m 3 in one day;
Carrying out a phytopathologic estimation of sorts and hybrids of sugar beet, development and mastering of technology of cultivation of most valuable from them in agroclimatic conditions of the Brest region.

With the aim of stirring up of innovational activity is planned the creation of the Regional Centre of Development of Innovational Business by means of creation of scientific-technological park on the areas of JSC «Brestmash» on the basis of Limited Company «Brest innovational business-centre».

In the strategic plan scientific-technological park «Brest» pursues the purpose of preservation and development of available industrial and scientific potential of Brest and the Brest region.

The basic functions of scientific-technological park are:

participation in formation of supporting system of small innovational enterprises;
assistance in creation of small innovational enterprises, rendering them consulting, engineering, leasing and other services, legal aid and assistance in certification of their production;
complex support of small enterprises which are already carrying out scientific-technical activity, and also small enterprises making the goods and services, which have not regional and world analogues;
accordance to small innovational enterprises consisting of technopark, office, laboratory and experimental-floor spaces, equipment for carrying out research and developmental works, demonstration and conferences-premises;
analysis, selection of innovational projects, estimation of commercial risk of innovational offers, marketing of corresponding products, search of partners and sources of financing, assistance of insurance of the project;
creation of the bank of scientific-innovational offers and system of innovational projects transfer for their industrial use.
